Job Summary

A highly motivated individual is needed to provide expert licensing direction and leadership regarding leading and supporting activities towards the development of licensing regulatory pathways and strategies that are developed internally or from the management of specialized contractors with “new build” licensing expertise. The successful candidate will lead and manage all licensing activities that are required to develop and submit a Part 50 and/or Part 52 license application to be submitted to the NRC while obtaining regulatory compliance for all such activities as well as participating in regulatory mapping activities if required with other international regulators. The successful candidate will be able to evaluate the applicability of Part 53 and its readiness for use if Dominion elects to use that licensing approach. The successful candidate will develop the regulatory engagement plan and establish a solid working relationship with the NRC to negotiate regulatory requirements and resolve potential conflicts associated with Request for Information (RFI) or other items. The successful candidate will lead a “new and significant” evaluation, as needed, based on previously issued license material from the NRC or related endorsements. The successful candidate will also take a lead role in the conduct of siting studies to ensure regulatory and licensing requirements are adequately addressed and evaluated when required.

Preferred Years of Experience:

• 10 years of experience working in the licensing area at or in support of a nuclear station is required with a minimum of 3 years demonstrated experience in “new reactor” licensing or reactor design change licensing preferred.

Required Knowledge, Skills, Abilities & Experience

• MUST have experience with Part 50 and Part 52 NRC regulatory and nuclear licensing processes

• Proven abilities in developing schedules and budgets and other associated project management tools associated with licensing activities

• Proven leadership ability managing and employing sound judgment and decision-making skills

• Proven ability to represent the company and projects before regulatory agencies and in public forums

• Excellent public speaking and presentation skills required to interact with regulators, public interests and project contractors

• Proven leadership ability to diplomatically and assertively handle challenging situations with regulatory agencies, the public, and company personnel

Education Level:

• Bachelor in Engineering

For placement of a candidate in the Engineer job series, the following criteria must be met:

• Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or

• Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or

• Possess a 4-year engineering degree from a non-ABET accredited program and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or

• Possess a 4-year degree in Physics, Chemistry or Math and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or

• Holds or has previously held a valid U.S. Professional Engineer license.
