Job Description

Position Objective: The Program Director (PD) serves as the primary interface between the contractor and the USCP Program Manager, Contracting Officer (CO), and Contracting Officer’s Representative (COR). The Program Director maintains supervisory control over all personnel assigned to perform work under this contract, ensuring that all contract requirements are met and that high-quality human capital and management consulting services are delivered to the United States Capitol Police (USCP). The United States Capitol Police (USCP) is responsible for protecting Congress, its legislative processes, members, staff, visitors and facilities from crime, disruption, and terrorism.

Duties and Responsibilities:

  • Serve as the main point of contact for the USCP Program Manager, CO, and COR on all contract-related matters.
  • Maintain supervisory control and oversight of all contractor personnel assigned to the contract.
  • Lead, manage, and coordinate the execution of all contract activities, ensuring compliance with USCP policies, HR laws, and federal regulations.
  • Set priorities and manage expectations for multiple USCP clients, balancing competing demands and deadlines.
  • Develop project plans in collaboration with Program Managers and stakeholders, including defining project scope, deliverables, required resources, and timelines.
  • Oversee the execution of human resources operations projects across multiple HR functional areas, including staffing, classification, human capital management, employee relations, and HR systems.
  • Ensure effective application of HR laws, regulations, and policies in all contract deliverables and personnel actions.
  • Provide leadership, guidance, and support to contract staff, fostering a culture of customer service, accountability, and continuous improvement.
  • Resolve conflicts, address challenges, and implement problem-solving strategies to achieve contract objectives.
  • Maintain strong customer orientation and ensure high levels of client satisfaction.

Basic Qualifications:

  • Advanced degree in Human Resources, Business Administration, Public Administration, or a related field.
  • Minimum of five (5) years of experience managing human resources operations projects.
  • Minimum of ten (10) years of experience working in multiple HR functional areas, including but not limited to staffing, classification, human capital management, employee relations, and HR systems.
  • Demonstrated knowledge of HR laws, regulations, and policies, and proven ability to ensure their effective application.
  • Strong leadership skills, with experience supervising and managing diverse teams.
  • Proven ability to develop project plans, set priorities, and manage expectations for multiple clients.
  • Excellent conflict management, problem-solving, and customer service skills.

Minimum Qualifications:

  • Experience supporting law enforcement or security organizations.
  • Project management certification (e.g., PMP).
